What happens when you try to boot the computer to the desktop? Do you get any error message?
What DVD are you trying to reboot your computer with?
When you say “I think I can fix it with MS-DOS” do you mean Command prompt when you refer MS DOS?
What exactly do you mean when you say 'hard drive fixed by re-booting it with a fixed dvd'?
Were there any significant system changes made recently that could have caused this issue?
I understand the inconvenience that you have to go through due to this issue, however, let’s try these methods below to check if that helps.
Method 1:
Disconnect all the external devices (printers, scanner, USB (universal serial bus) drives, etc) except mouse and the keyboard and try to boot the computer.
Restart your computer and keep on pressing F2 or ESC or DELETE (Depending upon make of your computer) key reputedly to Load BIOS.
On BIOS screen check for Standard CMOS Features, Click on Standard CMOS feature and browse its menu to check if your hard drive is there (recognized).
Set CD/DVD as the first boot drive in BIOS ( You may refer the user manual or contact Local Tech shop to make changes in BIOS).
If hard drive is not recognized in the BIOS too, I would suggest you to contact your system manufacturer to get hardware diagnosis performed on the computer.
Important: Modifying BIOS/ complementary metal oxide semiconductor (CMOS) settings incorrectly can cause serious problems that may prevent your computer from booting properly. Microsoft cannot guarantee that any problems resulting from the configuring of BIOS/CMOS settings can be solved. Modifications of the settings are at your own risk.
Method 3:Startup repair

If it is actually running the MS-DOS OS, then put in the Windows 7 disk (or USB) and boot off that to install Windows 7. Dmg lab hours glen ellyn.
I very highly doubt it is actually running MS-DOS though, especially if you just bought it, just make sure you aren't it getting mixed up with command prompt.
